Did the flashers them selves work? Might need a mirror or other reflective surface in dark unless you get a helper. The green indicators nor hazard flashers should flash with the brake applied, but the arrows should light up with the hazard flashers ... steady on when the brake is applied..
By the flashers do you mean the lights? I was thinking the brake lights in the rear were the same bulbs that act as the hazard lights. When I pull the hazard switch on, no lights on the front or rear of the truck light up. But as soon as I put the brake on, the brake lights light up, and the two orange lights under the headlights light up too. No flashing though.
If you mean the round, metal flasher plug thing under the dash...the way I tested those was switching out the turn signal flasher for the hazard flasher. The turn signals worked with both flasher plugs. The hazard signals didn't work with either.

Yea I had just taken it out when I took the picture. Wanted to see what happened with no flasher in the flasher socket. Interestingly, I get the same results as what I outlined above. Most notably, with the hazard switch on, the flasher plug thing out, and my foot on the brake, I still get green lights on the dash, and brake lights and front orange headlights on. Makes me think it's an issue with the socket that the flasher plugs into, or an issue at the fuse panel. Haven't had time to dig into it more, but hoping to this weekend. If you have other tips I'd gladly take them.
Oh also, no clicking noise comes from the hazards flasher plug. But when I plug the same one into the turn signal socket, it makes the blinker noise.
Maybe the hazard lights flasher plug is bad. If the flasher there is missing or not working or I guess, the plug is bad or a hazard flasher fuse is bad, the flashers wouldn't flash with the switch, but if the switch was on, they likely would get lit up when the brake is mashed. Even working correct, if the 4 ways are "on" flashing and you step on the brake, they all 4 will stop flashing and just stay lit.

sounds like either a wiring issue. Just for fun though, check fuse #8. I don't see it being the cause as it is for brake lights and 4 way flashers both unless maybe someone wired a separate fuse in line for brake lamps 23 years ago?. I like to test my fuses for continuity with my meter.
Good luck. I am chasing similar wiring issues. Check everything everywhere all you like. I have a feeling you and I both will be buying a lot of new parts and when it works... Not understanding which new part resolved the issue.
what were the results of running through the troubleshooting flowchart above? Since the brake lights work, the issue is in the hazard circuit from the fuse up to and including the turn signal switch...FYI, page three was missing from the shop manual pages above...
Problem fixed! I reluctantly decided I'm going to go through my fuses and figured while I'm at it I might as well put in the missing fuse in spot #7 (according to the diagram tbear853 posted). You'll notice in the picture of my fusebox from a few days ago that it's missing. It's supposed to be for various interior lights, but figured I'd pop one in and see what happens. Sure enough, that did the trick. Clearly I have a wiring mess from a previous owner to sort through. What maybe should've been a hint was my interior lights were working just fine, even though that fuse was missing. Either way, it's fixed now. Appreciate everyone's help!
And Dlburch, that troubleshooting flowchart was super helpful in narrowing in on the fusebox and the wires to the flasher. Turns out I was just looking at the wrong fuse...
what year and version of the FSM are these pages taken from? my 1974 factory service manual set, Vol 3/4 Body and Electrical jumps from 32-41-3, to 32-61-1 with no troubleshooting guides... the volumes are like new condition with no pages physically removed from the bindings.
