Head light weirdness
Also the dimmer switch has been changed twice with new one. And the voltage is good when moving from low to high.
You know you have power from the head light switch as the high beams work.
So going from the head light switch power goes to the dimmer switch.
All it dose it flips from low to high and back.
So if you have high but not low I would take that test light I told you about above.
Unplug the dimmer switch and see what wire is the feed to the dimmer switch.
You can then take a jumper from the power wire to 1 of the other wires and see if you have power out at the bulbs.
If the bulbs are plugged in it should light up.
Now move the jumper to the other wire and the bulbs should light up again, either brighter or dimmer.
If you are using the test light at the bulb plugs you need to know what wire of the 3 is the ground.
Once you have that the other 2 are high & low.
It is just that easy to test the head light system.
BTW I was going to use my truck to go to work and turned on the head lights and nothing, just parking / running.
I did have high beams but no low beams. I did not want to mess with it at 4am so will need to look into it at some point.
Thing is I have relays that run my head lights as the bulbs now get full 12 volts and the load no longer goes thru the switch.
The switch only powers on & off the relays, low power on the switch and wiring.
What is nice is it is plug and play, no cutting of wires and I could have plugged the trucks harness bad into the bulbs and had lights if I wanted to.
The relay kit you can get from LMC, Ebay and think any of the truck parts suppliers.

I would go back to the dimmer switch and see if you have volts with the lights unplugged and plugging in.
Remember the dimmer will have a power in and it switches power out to the 2 different wires / legs.
I think also as a test I would unplug the dimmer and use a jumper between the power and each of the other 2 wires with the lights plugged in.
I am thinking that the dimmer switch is faulty and letting voltage thru to get a reading with a meter but not enough to power the low bulbs.
Have you tried new bulbs? It would not be the first time both bulbs would be bad at the same time.

and yes others have been knocked down by 2 bad bulbs

I know Auto Zone has a bunch of electrical stuff in 1 area, it might be there also.
