Throttle Position Sensor Out of Range

I hope you guys are not getting sick of me. I've been working on the truck a lot and got another question.

I have a code 23 Throttle Position Sensor Out of Range (both KOEO and KOER). I backprobed the TPS and am getting about 3 ohms to ground on the black/white wire, 5.1 V reference voltage on the orange wire, and 0.6 V (closed throttle) to 4 V (WOT) on the green wire. This is all with a cheap Harbor Freight multimeter so probably not perfectly accurate.

Are those values indeed out of range? Do I need to replace the TPS or somehow adjust it?

Yes, The TP should be ,8v at closed throttle (.8 to 1.3v)
Replace the sensor
The real early ones were adjustable
Yours should not be adjustable on a truck
