I am working to replace the O-rings on the turbo pedestal and accidentally dropped the turbo on the sensor on the pedestal. I tried to remove the the bolt that holds it in (40 torx/13 mm) but can’t get it out. It feels like it’s welded in. Can I get it out or is it a permanent fixture? Can I buy the sensor by itself? Rock auto only has it with the pedestal.

I believe you are referring to the Exhaust Back Pressure Valve solenoid (EBPV) as shown in the image below.
If so, then yes the solenoid is/was capable of being removed. Although, after 20+ years of heat cycles, dirt, grime, oil and whatever else the EPA hates, it is likely seized in place. I performed a quick search for a replacement and found some aftermarket solenoids. I did not link them as I don't trust them.
There's a few vendors that have Motorcraft solenoids for sale, but $500.00 neighborhood in price. How committed are you to keeping the valve in the first place? Turbo is out right now anyway and it wouldn't be that hard of a job to delete it.

Thank you for looking. Since a new pedestal is around $200, it makes more sense to just replace the pedestal. I did watch a conversion video to remove the valve. I assume this community is a proponent of that. Are y'all willing to share some pros & cons to remove that?

Obviously places like BookFace and eBay are choices too if you want to take that route. You may get lucky with an online scrapyard dealer near you by using www.car-part.com. I was lucky and found a part while traveling using that resource.
Some of us do delete and forget about the EBPV while others absolutely love the functionality of it. Just depends on what you are feeling at the time when the decision to delete comes to you. If you live up north, you may consider keeping it as it aids the truck warming up. If you purchase tuning for it, you could use it as an exhaust brake.
Really up to you on how much you want to spend and if you want to make your truck faster by reducing the weight by 10 oz or so... Just kidding of course, a little bit of "MUST GO FAST IN MY 7.3L" humor for you.

I've always lived in areas that don't get very cold, so it was a no brainer for me to just get the non-solenoid pedestal when it started to leak. I do miss the exhaust brake that I turned it into but it wasn't that effective anyway, so no great loss. It was a point of failure that I could very easily live without, so out it went.
