I had the 20E07 recall done at my Ford dealer in order to renew my registration. now at the smog station I am told 3 monitors have not reset so no smog test. Ford dealer and smog station say drive it to reset. Have driven 250 miles most hwy speeds still no reset. Help !! not fun just drive it @ $ 6.50 gal fuel

Same thing happened to me after the reflash. I wasn't aware that it wasn't ready until I took it in for the smog check. Not much you can do but drive it. You may need to do more mid range speeds and city type driving.
I just checked occasionally on my scan tool and took it back for the smog check when only 2 were still not ready. At that time any 2 could be "not ready". How are you determining yours is still not ready?
My code reader from 2005 says OK Smog station Quicky reader says no as does Smog Tester machine. the monitors that won' t reset are: NMHC Catalyst , PM Filter , NOx/SCR Aftertreament. I have done mixed driving , Hwy Driving ,and rush hour stop&go.

The way I understand it is that the NMHC and the PM filter monitors can be unset. All others need to be ready(set) for inspection to be completed. So that just leaves the N0x/SCR monitor to be set. How to do that I don't know. Has it done a regen? I noticed a completed regen set some of the monitors on mine.
My truck required a smog this year so I went in two days before the reflash to make sure it would not screw up the results. The Ford rep told me to make sure I get a smog before the reset as it could take 500-5000 miles for the computer to reset in order to pass a smog check. I have had to drive around for about 100 miles or so in another vehicle after I deleted codes, but I doubt it would take anything near 5000 miles for this to reset.
It's pretty crazy how little some of these DMV representatives know. During the 3 years that I wasn't receiving renewal notices, they couldn't give me a legitimate answer to why it was happening, but they were able to tell me the amount due and if a smog check was required. I was told that the reason I wasn't able to do an electronic renewal was because of the fact the a renewal notice was not being generated. I even spent an hour at a DMV office the second year trying to resolve the issue, was told it was some wrong code, that it would be corrected and I should see a notice the following year....following year came, no renewal letter. Called again and finally received a renewal letter this year.
I do recall reading in a past thread, a post from a member saying that reg renewal wouldn't be allowed without this recall being completed. Your photo is another verification of that, at least here in CA.
They (DMV) must know when this recall has been performed, since I never notified anyone and have successfully passed emmisions inspection and registration renewal without a hiccup.
Just an update on the DMV stuff. I went in again yesterday as it's the fourth year of an "invalid" vehicle. The best they can determine as to why I don't receive a renewal is the fact that my registration for the truck shows a weight under 10k pounds but the registered weight with the DMV from the Ford dealer is over 10k pounds. As the two do not support each other, it comes back as invalid. While my registration shows the unladen weight of 7336 (it's actually closer to 9k) it's still under the 10k limit (10k-15k is an additional 322 for registration) so I had to fill out a form that the unladen weight was under 10K and see if that fixes the issue.

Ah, interesting, I wonder if that is what was causing my issue. Although I never had to fill any form out, they somehow managed to fix it on their end. Hopefully that will finally get it resolved for you.
