Fuel Pump Electrical Issue

1996 f150 4.9
Truck sat before I got it, recently put a rebuilt computer in the truck as well as a distributor in chase of spark. Now I have spark, but the fuel pump does not prime or run at all when the key is turned on. If you jump the 86 and 87 wires with the fuel pump relay removed, the fuel pump will run when the key is on. What could be the cause of this?

Edit: fuel pump was also replaced

no but the relay clicks when you turn the truck on, and the horn also doesn’t work, even though it’s relay seems to be good as well. If you jump the horn relay 30 and 87 the horn sounds.

When you jump the wires and the fuel pump runs.... Is it actually pumping fuel ?
Disconnect a the fuel line near the engine and let it flow over into a container. How does the fuel look ?

yes it has plenty of fuel pressure, I can bleed a schrader valve near the fuel rail and get good fuel. Fuel tank was flushed very recently too

Fuel issue

You may not be getting a signal to the fuel injectors.

Bench test the fuel pump relay and the horn relay with a multimeter and a 12v battery to see if the relays are behaving correctly.
