Question Fuel pump bad????

I have a 1991 F-150 4.9. When I turn the key over, the fuel pump kicks on and won't go off. the truck will not start. It has a new filter. The odd thing is that if it is a hot day it will start fine but on a day like today (45 and cloudy) it won't start yet the fuel pump keeps pumping. Would like to know if its the pump or maybe something simple I'm missing.

The fuel pump itself is probably fine. Check the fuel pump relay to make sure it isn't sticking closed. I have read here that often when the fuel pump stays on with the key off and the relay is functioning correctly, the engine computer has failed.

I think you mean with the key on, not off.
