For the picture of the front (head-on), the top (white) lamps are on but there’s apparently nothing I can do to get the bottom white lamps to light up, despite being able to see that there are bulbs inside the housing. What do they do if anything?
Second picture of the side, the bottom amber light turns on but never the upper red one. Is the red one just a reflector? If not then what does it do and when should it light up?

Bottom white lights never light up no matter what I select from the controls.
Is that upper red lamp on the side ever supposed to light up?
The lower fo/driving lights should turn on when the headlight rotary **** is pulled out if I recall correctly, my EX is a low option XLT and didn’t have factory fog/driving lights, I added mine but didn’t use the factory option headlight switch.
The upper AMBER section on the side of the headlight housing is just a reflector, no light in it. It has to be amber because font mounted red lights or reflectors is a DOT no-no.
Sorry, that’s got to be wrong. I have separate fog lights so that couldn’t be what those lights are for.

Sorry, by “bottom white lights” I made the mistake of assuming you were referring to the unlit fogs in the picture. Now that I understand correctly (I hope….) that you are talking about the lower clear section of the headlight housings just below the headlights, they should be your turn signals. Do they now blink when the stalk is switched to turn? What does flash up front for turns if they aren’t lighting?
If the signals are working but tha lights are not lighting then either the bulbs have one filament burned out or the PO has the wrong bulbs in there. They should also be amber
or the PO has chipped up the wiring trying to DIY something and made a mess for you thats likely hidden inside the dash, lol, my second car was that way, they had tried to wire up a trailer plug into a mercury sable by splicing into the wiring in the dash and running it into the trunk, but they screwed it up and my turn signals would all flash as one, when either signal was on, shorted togeather essentially.
