Fan clutch

!993 F150 5.0L: Should I be able to turn or spin fan by hand? Currently in one direction the fan does not move. In other direction the fan will move with great difficulty. With serpentine belt remove fan spins freely.

Fan should move fairly easily in either direction with the belt on.
