For personal vehicles there are no restrictions on where you can drive. The only thing I'm aware of is in Southern California, all trucks going into/out of the Ports of Los Angeles/Long Beach must be California Emissions compliant (called Drayage Trucks). Otherwise each state has emissions checks every few years typically required to renew your registrations. Not sure how many states have the emissions testing, I know the number is going up.
