I just purchased this 2019 F-350 truck from a local dealer, and at the base of the windshield it looks like they stuck a piece of weatherstripping in between the windshield and the dash - maybe to stop a rattle? In any case, it wasn't a very good installation. I'm wondering if this is a stock thing, or if I should just remove it.
It is a stock piece. The windshield may have been replaced, sometimes part of dealer refurbishing, and that foam got cut up or disturbed.
It has adhesive on one side that adheres it to the dash. Over time it can fail and start to get all wonky. It won't harm anything to remove it if you want. Or poke it back in a bit so it doesn't look as bad.

I would avoid removing it as it keeps "stuff" from getting down in that crack and probably helps with noise. But as stated, it won't hurt anything to run without it. I'd use something wide and thick to push it back in place, like a piece of heavy cardboard about 4 - 6" wide.
Find a soft rubber hose of a suitable diameter and stuff it down in there. My 2017 was like the one pictured above, but my 2022 looks more like soft tubing.
mine didn't like the Texas heat and the adhesive didn't stick more than 6 months; but I (like others above) just pushed it back in place and it seems to be happy just via pressure.
Just an FYI if anyone wants to replace that strip. I went to Home Depot and purchased a Frost King Elite choice Door and window replacement seal. Size is 3/8 x 5/8 x 81 inches. Took the old Ford piece out and slid this right in and cut to fit the length. Cost about $15.00.

@mark waller thanks for the tip on the Frost King gasket. Fits perfect. Home Depot lists the wrong size on their website (1/2") but the package that I got in store was the same size that you used.

How do you like the Frost king gasket? Having the same issue so gonna remove the old strip and get that gasket as well. Does it just fit right in?
