11.5V coming in (top connector)
Low beam - 11.5V at left connector, 6V at right connector
High beam - 3V at left connector, 11.5V at right connector
Is it normal to have voltage at the non-selected connector?
I would say no but have never tested one with a meter.
It is a switch to send power to 1 or the other wire.
Oh wait a minute!
Unplug the head lights and check again bet no power then right?
If no power plug in 1 light at a time and check the one the you get power has a bad ground or shorted bulb and back feeding to the plug.
That is the only thing I can think of right now.
