Thanks for the diagram. I used the EEC when the CEL came on a few years ago, I remember now where that is.

Sprayed some contact cleaner in the fuel pump relay and fuel pump fuse part of the underhood relay box to prep for tackling latet this evening.

Ok finally stopped raining and was able to get to the van. Jumped the EEC Fuel pump relay prong to ground, turned the key and measured 11.86 V at the fuel pump connection. Previously this was 6.something.
I understand that unless actually cranking the engine, the fuel pump will only get a 1 sec pulse of battery power when the key is turned on, and that the jump I made is what is needed to force the issue (to stay on at battery power.
I believe the 6.something V is what is needed for the constant signal of the sender.
Is 11.86 V good or is does that still indicate some sort of unintended resistance in the circuit ? I want to do everything I can not to burn out the new pump quickly due to being underpowered.
I will do the water bucket test with the new pump later.

Thanks for any future replies and all your help thus far.

What is voltage at the battery? You will have some voltage drop.

Did some terminal/battery lug bolt/ etc cleaning before doing this again for measuring. Results:
12.04V at battery, 12.01v at fuel pump connection when EEC is jumped.

6.41v at fuel pump connection when EEC is not jumped

Your battery is at 50% charge. Batteries last longer if you keep them fully charged (12.6 volts +). I know it's been a while since it's been run but if you can, throw a charger on it.

Just for my understanding how can you tell ? I actually had the battery on a charger (to 100%) before I did the test (the test was NOT @crank, I did NOT try to start the engine as the whole fuel system is not intact). I know while cranking the battery should read 13 or 14V.

The alt. will put out 13-14v while running. While cranking the starter, voltage will drop.

How old is your battery?

If it only reads 12.0 volts after being charged, then something is amiss and you should have it load tested.

All is dependent on your meter being accurate.
