My accelerator pedal goes up and down rapidly while I am using the cruise control.
It does it when I am towing and when I am not towing.
anyone else have this problem, i know the speedometer waves a little but this is due to driving the truck over 100 mph and ruining the speedometer head, but that should make the truck surge like that.
Does your speed change with the moving throttle or does it remain the same? The pedal will move with normal operation of the cruise control. I would check to make sure all the electrical connections and parts associated with cruise control are good as well.
my pedal on my 94 moves slightly when going up or down lnclines, but not rapidly as yours does. If it surges your linkage for the actuator or throttle body may be binding. Or you may have a bad speed control Servo.
For some reason both my RV and my van do this when it gets really wet outside. It surges at about 1 second intervals. It's enough that its easily noticable and when I put my foot on the accelerator pedal, I can feel it there too. When it happens I have to shut down the cruise as it's bad enough I can't stand it doing that. Funny that both my Fords do that and they are only 1 year apart in age. Doesn't happen enough for me to ever look into it.

Towing is often outside the 'normal' parameter range of cruise-
it might be a feature, not a bug.
I had a (non- Ford) truck that would, when towing,
floor the pedal to go up hill. However, when it levelled
out, it kept the pedal on the floor. I let it get over 100
once, and then chickened out.
