new remote entry fobs

After performing step 1, the locks never cycle. Are these the correct instructions to enter programming mode for 2000 F150 XLT Triton?
I don't think the new remotes are at fault.
Any ideas ?
I got some good support and advice from the Remote vendor: support@remotesremotes.com
"There are only a few reasons as to why the vehicle will not initiate programming mode.
1) If there is no keyless entry system on the vehicle. If you have never had a remote for the vehicle before, then you may want to call a dealership with the VIN to verify if it has a keyless entry system in it. If it does not then obviously you will need to return the remote but if it does, then the next reason would be the programming procedure.
2) If you are not performing the procedure correctly and/or fast enough, the programming mode will not initiate. Timing and accuracy are very important in getting your vehicle to programming mode.
3) Either the vehicles keyless entry system is damaged which is preventing the on-board programming procedure from activating OR there is an aftermarket system installed."
My vehicle is a 2000 F150 XL Triton I just bought last year. It has a lot of minor bugs that I am conquering little by little.
