I am replacing the ECT and IAT sensors on a 1994 f250 XLT 460 truck. I got the Delphi TS10001 sensor and pigtail kit for the ECT, it has 2 plain white wires coming out of the pigtail. Does it matter what color wires on the truck harness connect to which pin/wire on the sensor/pigtail?

I would match your current pig tail to the right wires on the sensor.....that can only go one way. Are your wires/terminals on the original plug in good shape? why new pigtail? If the wiring is good but you broke the connector tab on the pigtail, you should consider depinning your current connector, and placing the terminals into the new "body" as to retain the factory terminals. this only applies if your wiring isnt bad you cant see but my wiring is not in good condition, so in the future the best thing I could do is to actually splice into the harness upstream with a fresh new wire , 2 of them, and put new terminals. alternatively, a new pigtail probably comes with a long enough wire. i have my good-for-now repair hidden under that conduit
