Your other books should have speed control diagnosis in section 37
That will start with NGS diagnosis checking pids

Painstaking tests to check the cruise switches thru the clockspring manually (and the boo switch and the dump valve MLP etc. without the NGS)
Ford had cruise test boxes for us to use prior to them giving us the NGS (and we all had spare cruise amps in our tool boxes)
Your new one the amp is the processor I believe and the actuator or servo does all the work
Most of the new ones I saw needed a new actuator as the switches and the rest of the system is quite robust all except the clockspring
My van will not set the cruise going straight ahead most of the time and I need to turn the wheel ever so slightly then the cruise pics up
All these things are diagnostic aids and I have seen where you need to lay on the switches real hard on some of the older ones (you try that too)
