This could be the underhood servo has failed or there's a wiring fault anywhere in the circuit for VSC. If your fuses are shown to be passing current then its time to check the brake lamps especially the "third eye" mounted at the top in the rear. This could also be the steering wheel control switches.
Trouble shooting via an appropriate year EVTM would be the first step. There are spec's to test the entire circuit at the servo connector which are all listed in the EVTM for your year. Unfortunately there are none listed on eBay at the moment.
Once you verify brake lamps and a horn
The clockspring is a common issue
See if it will turn on and engauge on an onramp for instance with the steering wheel turned or while turning

You can check all the switch inputs with a Ford new generation star tester quick and easy
Ford clocksprings (air bag sliding contacts) are getting hard to find
Look for a (new old stock) Ford one
