Difference between CA Cat vs. 46 State Cat?

I have a 2010 F250 with the 6.8L V-10. Does anyone know if I can replace the CA Catalytic converters with a Non-CA? Would I have to get the ECU reflashed? Is there any difference in performance? The Non-CA cat's are a lot easier and cheaper to find on eBay. Just in case they get stolen. I live in TX so Non-CA is not a problem for me. Thanks!

Apparently they are different:

Just "EPA Compliant" is not legal in California, but should be OK for Texas.

The real difference is price. If a manufacturer wants to sell in California, it has to be approved by The California Air Resources Board. CARB then issues an "Executive Order" number. That adds to the retail price of the product.
