I have a 2003 7.3 and am having problems with the 4 wheel drive. I can turn the 4x4 switch and it will automatically go into 4 wheel high with the 4x4 light on the instrument panel. When I try to place it into low, it goes back to 2x4 and there are no lights on the instrument panel. Need help please.
Just to be clear, you have the transmission in P or N and your foot on the brake when going to 4x4 LOW right?
That was my first thought.....it needs to be in neutral when shifting into 4 low. Park has never worked for me on the 4 trucks I have owned.

You are probably right about N. I have a ZF6, so I was not 100% certain.
kbeefy brings up a good point as well, but I was hoping that you were misreading the result of attempting to switch to 4x4 LOW. The pinpoint test by Ford I linked above will walk you through what you need to accomplish in order to identify the issue of a friends parts do not help you out if you are still seeing an issue.
Just for keeping things legal, I took the snips below from the owners manual.

maybe your shift motor or neutral switch? So you are in 4 hi, then go to neutral ( with foot on brake) you switch to 4 lo...you hear the relay........then do you try to drive forward? One of my first trucks needed to move forward a few feet before it would engage. I found that out by getting stuck on slippery mud once and ice the next time (embarrassing). If you wiggle the column shifter once in neutral, does it change anything? I know that was an issue with my FIL's truck.
Edit....try manually locking your hubs first

Swapping relays and observing "no lights" is good, but you need to run through the pinpoint test linked in post #2 above.
For example, one symptom description on page 15 in the document is as follows.
Have you tested driving it with it in 4low to see if it is going and the light is not activating? It would be really slow in 1st gear, preferably on dirt.
MSS = Mode Selector Switch i.e. the ESOF, 4x4, other misnomers switch on your dash.
PID = Parameter Identification i.e. the various readings one can get by using a compatible scanner or OBD reading device. For example: ICP (Injection Control Pressure), TFT (Transmission Fluid Temperature).
