Thanks for the input it looks like the original cluster was 94-97 base and I got the 94-97 Optional. I don't know what that really means. I love forums because they help so much and I really hate forums because they don't help at all. I guess I'll leave it for now and keep researching.

Same model years, so that should have worked. Starting to wonder if your voltage issue is not in the cluster, but, somewhere else. Have you tried identifying which wires go to the the volt gauge? Then with harness unplugged, truck running, check voltage on the harness. That should narrow down the problem to harness, or gauge.
Last night I pulled the cluster out of the truck and took the gauges off and the face of the gauges was completely loose then I read the previous post from Eddiec1564. And someone had the same issue where the face of the gauge was loose and was resting against the needle pin giving a false reading. I glued the faces back down, installed the cluster back in the truck and yep the voltage gauge worked. The tiny needle that the gauge needle slides into didn't have full range of motion because the face of the gauged was sliding down and resting on that tiny needle. Crazy but I'm glad it was easy fix. "Just a heads up on my experience. I swapped a 94 tach cluster into my 94. Switched out speedometer cluster to get the correct mileage in my tach cluster. Upon install discovered I had accidentally knocked the cluster face sideways on my alternator gauge, resulting in the needle hanging up and giving a bad reading. If you swap out the gauges, take the extra time to make sure the faces are lined up correctly. A little scotch tape on top and bottom will hold the faces on and not show once the cover is put back on."
I am bummed out though because there is no cruise control illumination light.
I sure wished they did have speed control illumination in cluster in these year of trucks. I even looked into making a indicator up but it will not be easy as you have two different speed control systems(vacuum and full electronic) to deal with. Vacuum system can be done kinda easy, but electronic one.....I have not further looked into.

You could mount an LED in an unused lamp hole in the cluster or just mount it where ever.
Use a power wire that is off an on with the ignition switch to the + side of the LED and run the LED ground side to C216 pin #1 of the Speed Control Servo/Amplifier Assembly.
Note I have not tired this so let us know if it works.
This would be for 1993-1996 with Speed Control only.
