F709 = This shows as a 1978 model code for F700 with 27.500lbs GVWR Note series numbers are mid to late '77 model year. I have no insight into such discrepancies.
16 = My source does not pair a "1" with a "6". The "6" refers to "Fire Truck Standard Cab" in the listings, but paired with a letter. Since this is a special order truck, perhaps they did things differently but afaik that is usually not the case.

If anything doesn't match up, let me know. Some of this, like the axle code and special district code, are hard to read.
27.500 GVWR gives you CDL to deal with unless you will be exempt under one of your state's exemption policies.
