Allowable Rust

I'm wondering if there is any Ford guideline, or general guideline on how much rust is allowed on a frame? My frame has varying amounts, and obviously surface rust is not a problem (if I treat it) but there are places of deeper rust, and I'm wondering if there is an actual spec for what percentage of the original thickness needs to be in place? For liability purposes, I can see why Ford wouldn't publish something like that, but I'm trying to determine where I need to patch or if the whole frame needs to be replaced. I've looked everywhere, and see a lot of advise for qualitative assessment with hammers, etc, but I haven't found any real numbers to compare to.

Any input is appreciated!

I don't think there is a measurement per se. Best bet, post up some pictures.
