I went with Eastwoods Rust Encapsulator and I have been happy with it so far. An article in Auto Restorer showed that Rust Encapsulator was a better product compared to POR15. I have not had any experience with Rust Bullet.

You need to remove any loose rust with a wire brush and sandpaper. Thoughly degrease the frame and I like to go over the surface with lacquer thinner to make sure it is thoughly clean and dry and I just brushed it on my frame with a good brush. I did my entire frame with just one quart of Rust Encapsulator and you can get it at Eastwood for $29.99 a quart.

I used ospho, and it worked fine. Gives you a decent, hard primer to paint over.
