Surface rust on Frame Rails

Some surface rust is beginning to form on the frame rails... Sucks I know. I was wondering if this is something I should do something about imminently or if its a big deal right now. Has anyone ever tried electronic rust prevention???

Good question. I was wondering about the Rustoleum primer that says it can be applied directly to rust (after removing any big flakes.

That seems sketchy because so long as oxygen can get to the rust already formed then it will continue to deteriorate. It must be a very thick compound....
