I dont know if anyone else has experienced this, but my 97 explorer v8 makes a loud screeching noise whenever is rains. Whenever it rains, I know the next time I start my car, the screeching noise will come back. The screeching noise comes from the engine, but Im not sure what the problem is.
I have this problem when I splash a big puddle. The belt squalls like a spanked child. Fortunately, it only does it when I run through deep water and not every time it rains. I think what you are describing is water hitting the belt and then the belt slipping on the pulley, thus the screech. Try changing the belt and that should reduce the noise to intermittant. I have not been able to fully get rid of this problem.
How about "splashguards"? Something to keep the water from splashing up onto the belt. And I bet you thought they were just to prevent you access to the motor.
