Vgt stuck at 15% normally means your turbo needs a cleaning. Watch Diesel tech Ron's video on turbo cleaning. Runs you through it easy.
Normally you shouldn't see 85% or15% on your turbo. They say if you have a tune, 85% is likely at idle but it shouldn't stay there.
and repair ebt wiring. That will help.
