will this work for rust?

hey i posted recently about the engine factor in my truck, but the bed of my truck. the ones with the rust is what it looked like before i sprayed it (i scraped it as much as i ckukd with rust remover etc) and after i sprayed it with rust converter and a layer of trembled rust paint primer. It’s only the first layer but before i did another one then the bed liner i wanted to make sure that it it would actually inhibit the rust; any help would be much appreciated thank you!! https://imgur.com/a/wTWQy8j

Rust/paint failure happens in many ways, including corrosion emanating from the backside of a panel. If its just surface rust as it appears, your work will likely slow it down considerably. Aside from fully stripping and sealing the whole bed, this is about as good as you will get. The more rust you removed prior to converting, the more efficacious the result will be. The converter product also matters. The adhesion of the paint you put down will potentially also impact, so your prep matters/mattered.

I'd say scuff, acetone and put the liner on thick. PREP FOR THE LINER WELL. You will probably get many years of service.
