surface rust, ospho?

Since I dont have the place or the time to do it myself I'm having a guy do most of the body work on my truck. The floor of the bed is covered with surface rust and he says hes going to sand it down really good, apply a rust converter (I mentioned ospho, not sure which one he uses) then primer it. I wanted him to sand blast it but he swears this will work fine. Should I stick to my guns and insist on it being blasted or do you guys think this will be adequate to stop the surface rust?

Ospho or Por15's Metal Ready. Its phosphoric acid and it converts rust into ferric phosphate.

I sanded the surface rust on the roof of my cab and put Ospho on it and sanded it again then primed and painted. It's been fine out in the Louisiana sun and weather for nearly 5 years now.
