The ford headlight switch has always had some strange tendencies when it goes bad, i think that would be the first place i would look.
Appears that maybe the parking lamp relay in the BCM is bad. It is not serviceable. If it is bad, then you have to replace the BCM (fuse panel in the passenger kick panel area).

I believe some places can repair them. It may be a cheaper option than buying another one.
You can try to disconnect the batteries and possibly the relay may disengage from its contact point no start working again. Sometimes they just get stuck. You can gently try tapping on the casing.
I have 2013 Ford F-350 power stroke. My clearance lights won't turn off. Any ideas what is wrong. The only way to turn off is disconnect battery.

He has tried the battery disconnect it seems. Not6 sure about tapping the BCM to see if relay is "stuck". Might work, might not.

I work with circuit boards and smart relay panels on highrise building smart systems. These new relays get stuck sometimes. I’ve had it happen before. . It’s just a little relay with a form c contact. . It’s worth a shot. I had boards that cost 5,000 bucks where I powered down tapped the row of relays and worked fine for years.

It is not just the cost of the BCM but also programming of the BCM that one needs to consider. The BCM contains the PATS along with other AB module data. If you have a laptop with FORcan and an OBDII interface for the laptop, you could program it, otherwise, it would need to be done by a dealer.
I tapped on the BCM and the lights went out. But now they won't come on.
the relay is bad internally. You got the contact unstuck.. you should be able to send it in and have it fixed. That will not require programming but the truck will be down. A new BCM can run $250 or so. I’d say install and programming will run at least two to three hours shop rate. Yiu can send your old one in to fix it and keep it as a back up.
