Hey guys I am having some issues with my Early 99 7.3 and I was wondering if anyone has any info that could help me...
Drove it about a week or so ago then parked it, went out the other night to move it and it wouldn’t start, I had it plugged in all night and still nothing, no smoke out the tailpipe, checked all fuses, wait to start light comes on, fuel bowl is full and the pump is working fine. Cps is good, unplugged ICP, checked fuel filter and air filter, oil level is good too.
I had my buddy plug in his scanner and it would power up but couldn’t get it to connect to the truck.
I am leanIng towards an electrical issue or PCM is bad, only thing I haven’t tried is an IDM which I have but it’s out of a 2002 7.3... not sure if it would work in mine.. thanks in advance, any help would be appreciated
Charge up your batteries. You must have at least 10.5v for it to fire up. The truck may turn over but may not fire up. Do you hear the fuel pump priming up?

I have Brand new batteries with a charger hooked up to it, and fuel pump is good pressure is sitting at 60psi give or take
Not all scan tools work on these trucks, has it been used on your truck or another 7.3 in the past? If not that could be the reason for lack of connection to the PCM through your OBDII...you can get a inexpensive OBDII dongle on amazon and download the FORScan app on your phone to get eyes on live data while you're cranking...
Unplug the Fuel Bowl Heater connection at the back of the Fuel Bowl (you do not need it plugged in at all), then check (I think) Fuse #30 to see if it is 'blown'. Check your connection at the CPS (Cam Positioning Sensor)

I would invite you to check out the two following links below. One is from Ford and is a bit more difficult to navigate, the other is FTE'r built and is not as detailed, but can lead you to finding the issue somewhat quickly.

I brought a mac tools one home from work that i have used on 6.0 powerstrokes 2003 & 04 but i havent tried it on a 7.3. the other scanner i havent used on my truck and i am not sure if its been used on other 7.3's i will update on what goes on when i try it tonight. if not i will order what you are talking about as it would not be a bad to have info on demand like that. Also, if it is chipped you should remove the chip from the pcm to remove that variable from the equation.
I do have a Hydra chip on it from 1023 diesel but i unplugged it right after i had the issue, not sure if it had anything to do with it but i am going to leave it off until this is resolved. Thnx

when i was first checking out what could be wrong i noticed it was unplugged so i plugged it back in along with a sensor in the bottom of my air box but nothing changed. The other thing is i have an early 99 so i have the power distribution box under the hood and a small fuse box under the dash. i also dont have the diagram for either so its kind of a pain in the a** to figure out what fuse is what. I did check all my fuses with a mulit meter and they all were good except a 30a maxi which i found out was for my trailer charge circuit.

Thanks for the documents... i printed them out and try to get through as much of it as i can tonight then update you, only thing tying me up is i dont have gauges to check Hpop pressure or fuel pressure so i will have to get some made in the next couple days.
What psi range am i going to need for both gauges? i read somewhere that fuel pressure would be around 50-60psi so they said get a 0-150psi gauge but i never found a range for HPOP.

so I ended up ordering the scan tool you are talking about and it should be here Friday... I took a scanner home from work, a Mac tools one and it ended up connecting but it never had any codes, it wasn’t a live data scanner like I need but it verified that there wasn’t a problem with the obd2 plug from what I understand.

Once you get your OBD dongle you'll also need to download the FORScan / FORScan Lite app from your preferred app store. That will let you view / log live data while you're cranking on the truck.
