I do have a Hydra chip on it from 1023 diesel but i unplugged it right after i had the issue, not sure if it had anything to do with it but i am going to leave it off until this is resolved. Thnx

By unplugged, do you mean the Hydra circuit board has been removed from the PCM? Not just unplugging the switch, correct?
The CPS - how do you know it's good? Has it been replaced recently? Is it a Motorcraft part?
Does the tach move when you crank it? I think on the E99 through 2001, you should be able to see the tach move during cranking - indicating the CPS signal is present.

What wireless OBDII dongle did you purchase?
it’s alright thank you for you input! I unplugged the chip from the pcm and still no change... I have a motorcraft crank sensor but it’s not new, it does go up to around 3-400 rpm when cranking though, I’m thinking about buying a new one anyway just to verify. I bought a elm327 scanner off Amazon for android PC and iPhone and it does work on my Mazda 3 but I’m told it’s made for Ford primarily.
If the tach is moving the CPS is ok, no need to replace it.
Turn off all the other apps except Forscan then try again. Also check out some how/to videos, many out there.
Water coming in from the leaky windshield is a pretty common problem. Leads to corrosion in the fuse panel down there. So that is a good place to look for trouble.
