Another Horn Question (revised at bottom)

2006 F-250, Super Cab, 4WD, 5.4 3V
I've had an ongoing issue with the horn staying on when tooted, or now recently going on from a gremlin. I replaced the flexible horn switch, and verified its function with a meter. It works as it should.

But since I did have to pound that pad a couple times in the past while driving to get horn to release, I am thinking that the pad on the steering wheel, with the 3 contact "bumps" may be stressed so that it isn't returning properly. This pad is the vinyl "skin" that must be unwrapped from the horn-pad/air-bag assembly to get to the horn contact switch. I am thinking that the "skin" acts as a spring that pushes onto the flexible switch, and should return after a horn toot. This spring action must be worn.

Here's my question. I'd like to purchase just the "skin". I do not see this component in my full volumes Ford Workshop Manuals, or even mention of it. It shows the pad assembly but not the breakdown. And for $130 I don't think I need that. Where can I get just the vinyl skin/pad cover?

Is this the component that I tried to describe? I see that it is discontinued. Is there a source for NOS?
