Looks a little better, at about 1417ish the temp shows 210 but your fan speed is really low. It would interesting and helpful to see the percent commanded for the fan. The end of your log it looks like the fan speed is starting to pick up.
I'm using the Car Scanner Pro for data logging and the FSS pid is the only one I have available for the fan. The sct livewire is garbage for monitoring And only has a handful of pids available.
I would say the goto scanner for most is Forscan either on your phone or laptop. You just need a Bluetooth or wifi OBD adapter and download the app or program.
Definitely a problem with the clutch, wiring or EGR valve missing. Once you get above 207F the fan should be running 1800-2000rpm. At 220F it should be full speed.
