power loss ?? could it be that simple

OK---I have 1987 RV, 7.5 -- 63,000 miles ---Hot days, pulling a hill the power drops off !!! The previous owner had work done that has not been correct. I was reading "the 9 myths and mistakes on cooling systems". I have (and other mechanics) been trying to figure this out. He states one problem is the lower radiator hose. It must have the Anti-Collapse spring in it. Older vehicles (1987) the lower hose channels coolant to the water pump and engine. It is susceptible to collapse at high RPM because of negative pressure. I went out to check mine. Sure enough, no spring ! Soft squeezable hose !! Could it be that simple ??? This is what I have done and found; Replaced the carborator with a Summitt Holly --remove the smog controls that was left on -- the EGR had a port from the exhaust to warm the carb quicker, plugged the hole. (thought the hot gasses might be boling the fuel), Installed a direct drive fan, Best plugs, wires and cap. Now somehow the plug wires were installed to the wrong timing (after several attempts to solve this, we remembered on the older engine it was stamped on the intake manifold. 4 wires going to the wrong plugs. (could it have been set up for a 429 ?? )---flushed the radiator and was getting ready to change that---wrapped the fuel line,--- and I am sure some other things.
COULD IT BE THAT SIMPLE ---WRONG TYPE OF LOWER RADIATOR HOSE ??? I want to go somewhere else beside Flat land camping

If your lower hose were collapsing, then that would cause the motor to overheat. Is that what you are seeing? Just a momentary loss of water to the water pump is not going to cause power to drop off unless it is overheating the motor.

Still, if you have done all that other stuff with no results, what's another $20 for a proper hose which you probably need anyway?
