What did you do to get it to open all the way?
Maybe back that off a hair and see if the idle comes down but still get full throttle.

He did say that at one time his setup was working. I was going to suggest adjusting a little at a time. Seems to me that some carbs do not open the throttle plate all the way as well. Mostly open but perhaps not parallel to the flow.
