What caused this scratch?
It was not caused by the "duckbill" but the bolt that holds the plastic piece that contacts the wheel. I talked to the tech and now, that they are caught, they admit fault.
I'm talking to the manager tomorrow.
Does anyone know how this affects the shop? Do they have to pay for new rims themselves? Does insurance cover it? Is there a deductible? I ask because, while the are badly scratched, and the truck is new, I am not **** about such things.

That's what the body shop did when they backed my truck out of their shop and caught my mirror on the door frame (and didn't tell me). I found it a day later, called the shop, and the employee fessed up to doing it. They ordered a new mirror from the dealer that day.
