I bet the MAF transfer function in that ECU needs to be tuned for that meter. The only way you are going to be able to properly tune it is with a datalogger, where you can see short & long term fuel trims. That or force the ECU into open loop, watch your A/F ration and calculate the error between what is commanded and what you're seeing on the wideband, then apply that error to the MAF transfer function. This is with verifying that all wiring is correctly terminated, firing order is correct and fuel pressure and vacuum readings are good.
Also, I don't know how well split O2 sensors work if they're both terminated to the same pins on the ECU.
Do you have a way of datalogging, and some type of aftermarket DIY tuning?
