Ignition Cylinder Stuck

I have a 61 F-100 that has not ran in several years. The key/cylinder is stuck in the on position. It will turn to start, but will not turn back to off or accessory. Everything I have found so far describing how to remove the cylinder says to put the key in the accessory position and insert a paper clip or wire. I have tried, but I believe because I am unable to turn it to accessory, it is still not coming out. Any ideas on how to remove it without drilling it out? Thanks

Look up on the internet on how to "bump" locks. Squirt a little penetrant in around the key and bump it backwards.

are you sure you have the right key? If it were a warn out lock some one could have removed the key while it was in the ON position, and you could be trying the wrong key. Just a thought.
