I think checking for DTCs should be your next step. I don't know if you need OBDII Ford enhanced diagnostics on the software, Larry will probably know. I know it's needed for some BCM diag.

You can pull the codes with FORScan. Not sure if the phone app will pull them or not but the computer/laptop with an OBDII connection will pull them.
Interesting discussion about the differences between the Lariat and KR. I get what Larry is trying to say, I suppose it's possible if the truck was special ordered without heated steering wheel. Every image I've seen of King Ranch interior has always had the Wavy S or snake emblem on the seats.
Either way the OP's truck has the option enabled in Sync, so either it had the heated steering wheel from the factory or the original owner enabled the heated steering wheel option with Forscan. I suppose if the OP could find the window sticker that matches his VIN we would know for sure.

Back to diagnosing his issue......Is the heated steering wheel identical to the non heated steering wheel in the 2017 trucks? IIRC the heated steering wheel in the earlier trucks had some wood grain at the top?
I'm fairly certain the heated steering wheel was introduced with the 2013 Platinum trim and did not exist in the SD trims prior to 2013. Even the 2015 KR didn't have heated steering wheel, only Platinum. This expanded to KR and the 96U package at some point.
