13.8-14.2 has been the generic standard for anything with an alternator for as long as I can remember.

Just to update the thread. I went and got the alternator tested and to no surprise it failed. I do believe that it was the actual voltage regulator that went bad, but I was tired of messing with it and just replaced the whole unit. Weird thing is though, once I got it on and started it, it showed as 14.1 on Torque, but it was bouncing between 16 and 18 at the batteries with my volt meter.

Charging voltage seen at idle, no lights on or load, is going to be little bit of a moving target, voltage seen depends on the battery state of charge, and it's also affected by ambient temperature. It's also a bit different depending on who you ask - Toyota might have a different set point than Mercedes who might be different than GM or Ford. 13.8 to 14.3 is right in there though. Measure right at the battery posts, because that's what counts. Make sure connectors and ground connections are not only clean but good and tight - mechanically tight is not necessarily tight enough electrically.
