Stuck hood latch

Hi all, I am new here. I have been driving ford products for over 40 years. My son bought a Ford F350 that belonged to the LA water Department. It is a fantastic truck with low miles. I have had it for over 3 years. It had 2 batteries. and a lot of equipment that has been taken off. It has a built in 175 psi tankless air compressor built in. The Isolator caught on fire. No damage to the truck. I got home and put it out. The hood was working fine. The cable went over the isolator but had no damage. that I could see. I closed the hood and it will not unlock. I took the lever handle off the post and put a vice grip on the cable and it would not move a hair. I can't reach around the shrouds to get my inspection camera in to see what is going on. I did not leave any screws or anything that would affect the latch. I am 6 ft. 3 and 330 pounds. I leaned on the hood while someone pulled the lever and nothings. The hood does not have any play what so ever. I have been able to reach the latch on other Fords. Does anyone have a magic wand that can help me? Any suggestions would be appreciated. Thanks I can trace the wiring to find the problem. Some of the insulation melted around the terminal.
