Try pushing down on the front/center of the hood (right above the latch) while someone is pulling on the handle. That problem is pretty common if it's not a broken cable or latch.
I have a F250 that has this problem as well. Push down on the hood and with a long screw driver manually disengage the latch. After you get it open if you can't find the misalignment problem or adjust the cable you can knock off a little bit of the latch with a metal file--don't do to much. You should be able to see whats hanging it up. If you snapped the cable thats a different issue.
My issue resulted from the detent that keeps the hood from swinging to far open failed and the hood got "sprung".
thanks for all the help had to stick my hands through the grill and take out the bolts that hold the latch something broke inside the latch and i broke the cable pulling on it off to the ford dealership since both parts are dealer only
