Hinge mount mirror

Is there supposed to be a set screw in this hole that abuts against the hinge. Looks like there should be one there to enable the mount bracket to be solidly mounted to the hinge/pin.
This one has no threads that I can see and may be stripped out...?

set screw??

Difficult to tell from your photo but yes, there are set screws on the arms, flat head top type.

Thank you. I assumed there was supposed to be a set screw in this hole to secure the mount from pivoting on the hinge pin, but wanted to get confirmation before I made repairs. As I see no trace of threads in this hole, I wasn't sure if it was threaded at one time for a screw or if there was a thin nut missing on the opposite side.
I do know, from past experience, what can happen when things are assumed....
Here's a different picture of it.

After removing the mirror assembly from the hinge. I found a painted over, wooden wedge stuffed between the hinge and the mirror bracket to keep the bracket from moving......and a 5/16"-18 NC threaded hole behind that. The hole in the mirror bracket lines up with this threaded hole in the hinge when installed, but is smooth and un-threaded. Looks as if this was designed to have a special bolt threaded into the hinge through the hole in the bracket. There's about an 3/16" gap between the bracket and the hinge, so simply using a regular bolt won't work without the bracket becoming bent and crushed out of shape. I assume the bolt is proprietary to the assembly, with a smooth top portion acting as a locating shank, preventing the bracket from swiveling on the hinge pin once the bolt is threaded into the hinge. Dunno....
Whatever the case may be, I'll make something that will work properly to keep the mirror bracket locked in place. Hopefully, this will be helpful to the next guy trying to figure this out.
