No start, no wait to start light, turns over but not starting

Ok I have a 99 f350 7.3 that will not start now. Was running fine parked it for a day came back out to go a boom turns over but no start. The frist thing i noticed was no wait to start light and it had been raining and there was some water in my driver's side floor. My bully dog will not read codes for some reason . I have check the fuse for pcm its fine check plugs in back to make sure tight. Even pulled it down road to jump start it still not firing i pluged Block heater and still not firing up help me. Check to see if fuel heater has shorted out and blown the fuse. Disconnect fuel heater at fuel bowl, replace fuse, try starting again.

If the WTS light is not coming on there's a good chance that power is not getting to the PCM. I hate to tell you this but it's time to start probing with a voltmeter to see where the power stops. It's going to be tedious.

I remember coming across this thread and maybe this is the issue? Water leaking from windshield onto fuse block and GEM? Maybe someone with more experience will chime in.

Sounds like water getting past a bad windshield seal to me too.

Get it out of the rain, remove the fuse box cover, and hang a hairdrier off the steering wheel aimed at the fuse panel. Leave the windows open. Let it cook off the moisture for a couple hours and see if it starts.

I know you said you checked the fuse, but I'm not sure how you went about it. I would actually physically pull the PCM power fuse out and make sure it isn't corroded in any way. Clean it up with a wire brush regardless. If you're getting water inside, there's a good chance that it isn't the first time and that you have been building corrosion for a while.

Thank you all for the help!

Thanks for all the people who took the time to share your knowledge with me about my truck. Knowledge is power.
My truck is back on the road it was the fuse box its self i guess what one would call pin spread. So i took out the old fuse box and put in one from an 01 that a buddy had for parts he had bought years ago. But once again thank for your time and advice

If the original fuse box shows signs of corrosion get the windshield seal replaced to stop the leak.
