Little bit of an update,
I guess my scan tool is not great , i cant find the values asked for a couple posts up.
I did check FICM voltage and its 56.5 engine off and 56 running.
Alternator is putting out 12.9 to 13.8 v
pulled and cleaned the EGR valve, it was dirty but not plugged up or anything. Also no antifreeze in the hole
does the torque app show the stuff needed? I have the app but lost my bluetooth connector. Just re ordered one along with a fitting so I can check fuel pressure. No one in this friggen town seems to sell the proper fitting.
I got an new obd2 plug so here is what other values I could get

Just waiting on a fitting to test fuel pressure, Amazon sent me the wrong one...
Fuel pump sounds a little sickly when I turn the key on, it starts off with a slow hum then speeds up then slows down ,then speeds up......almost like what my RPM does hmmmm
Autometer adapter for the fuel pressure test port showed up from Amazon today and its too big!!! the fitting hits the regulator housing and cant be tightened up..You would think living in Canada where we use metric it would be easy to find a simple fitting. Anyone have a site I can get a fitting that isn't astronomical in price or will take a month to get here? Glowshift has the adapter 7.99 from their site but will take weeks to get here unless i pay $42 in shipping.
Ground down the fitting, hooked it up and went for a drive. 55 psi at idle, 50 at WOT. this was when the motor was still cold, went for a longer drive to get the engine warmed up as the surging is much more noticeable then. Surging and loss of power got worse as it warmed up, fuel pressure held fine. Let the throttle off to coast up to a stop sign and truck stalled, when I tried to restart it just barely started, sounded like it was starving for fuel. Got up to the next corner let off on the gas and stalled. could not restart the truck until it sat for about 10 min. When it did start as soon as i put it in gear it died. waited, restarted, held the rpm above 1200 and put it in gear, got it to move but very low power and as soon as I put more of a load on it by turning the wheel it stalled again. Let it sit for 45 min or so, started it up and was able to limp it back to within a block of the hous before it died again.
To answer Bismic I did look at wiring but not super close, I will check that out better when and if I can get the truck the last block home.
Any other ideas on what it could be?

Wires into the FICM see to be seated and I dont see any chaffing on the wiring harness. Went to pull the cap off the fuel regulator to see if I was getting any air in the fuel. Guess what broke (yes I was using a socket). So any tips to removing the cap would be appreciated.

A lot of guys have luck with a second person taking two chisels and hitting at the same time in a counterclockwise direction on opposite edges of the fuel cap (9:00 and 3:00, say). We can get you a billet or OE replacement if you don’t already have something.
