Man, that is a crap shoot... My initial thought is BS that the turbo was only run for a few thousand miles on it. The outside of the compressor housing looks like it has been subject to more time than what is mentioned in the ad.
The internals look OK from the picture, but that is a lot of coin to gamble on.
The rust is not concerning, but I would ask when it was installed.
Also, I am not sure what the stock 38R wheel looks like, but if that is the billet wheel in there, walk away from it...
Unless you know the guy, like one of are members, I don't think I'd risk that kind of money on a ball bearing turbo. But that's me. I might have to go that way also because of Calif., but I wish I didn't.
