Piecing Together E99 Conversion to L99

Hi Guys,
Theres a used GTP38R available on Offerup for cheap. I Messaged the guy and the lowest he said is $800.
What are some questions I should ask?

Are you restricted to the Garrett turbos due to state inspections?
For $800, if you can look at other turbo options.
If you cannot, I would try talking him down from $800.

Unfortunately State Restrictions for California.
Im was thinking of trying to get it down to $650? Its a risk no matter what, trying to buy a used turbo off the internet. Specially a 38R.

I am on my phone, but I seemed to remember your location was CA.
Man, that is a crap shoot... My initial thought is BS that the turbo was only run for a few thousand miles on it. The outside of the compressor housing looks like it has been subject to more time than what is mentioned in the ad.
The internals look OK from the picture, but that is a lot of coin to gamble on.
The rust is not concerning, but I would ask when it was installed.
Also, I am not sure what the stock 38R wheel looks like, but if that is the billet wheel in there, walk away from it...

Unless you know the guy, like one of are members, I don't think I'd risk that kind of money on a ball bearing turbo. But that's me. I might have to go that way also because of Calif., but I wish I didn't.

Im not going to buy it.
Agree not worth the headache.
Specially since I have almost zero information on its condition.

I got a message back regrading "rebuilding" an GTP38R". I apologize if some of this information is old for some.
They don't rebuild GTP38R, you just buy a new center cartridge for $800.
You keep the housing and wastegate. They just send you a new cartridge.

About right. Way over priced. But many be not if your going to buy a new one.

Rotors and hub assembly. The calipers and caliper brackets are the same.
