Purchased a 10/2003 F-450 SD w/ 6.0 from an auction, so I have no history on this vehicle. It appears that this truck was part of a fleet because I've found a number of bad parts on the truck, which leads me to my FICM mounting issue. The/A bad FICM was found installed without the grommets and bushings for vibration dampening/isolation. No problem, went to my local Ford Dealership and picked up 8 grommets (3C3Z-9C150AB) and 4 bushings (3C3Z-9C151AA); however, once installed the mounting studs (in front) and mounting bolts (in rear) aren't long enough to thread nuts/bolts. See picture.
Ford Parts Department said that all 8 grommets (4 upper and 4 lower) were the same part number. (The shank on the bushing is in fact long enough to allow the upper and lower grommets to seat flush with the bottom of the sleeve.) As a result, it appears that there must be a Model/Year modification on the grommets/bushings because there is no way that the sleeve (metal) will compress to allow for the threading of the nut/bolts.
All constructive suggestions are welcomed!

Early years had grommets where you are thinking. Later years had the FICM solid mounted to the bracket and the bushings are at the bottom of the bracket. One is visible in your picture.
Sounds like you are saying that the mounting brackets in my 2003 came off a later year truck. If so, rather than buying a 2003 mounting bracket, can't I simply source the corresponding later model's bushings & grommets? (The Ford Dealership Parts Department guy didn't seem to understand this question. He wanted to sell me a one-piece bracket like this in the picture.

It looks like you have the later model mount brackets and on the front one at least, the bushings are in place. Just bolt up the FICM with the domed washers and you’re good to go. The silver bracket in the picture is the early style set-up.
Here are a couple of pics of my bracket when the engine was out. It's the later style, 2005. (The ficm was not installed until the engine was dropped in frame.)

What Rusty said is that you already got the rubber at the 4 legs of the 2 mounts. So you should not need to add any more from Ford. Instead of having rubber between the FICM and the mounts, they just put rubber between the mount legs and the heads.
Okay, so eliminate the bottom grommets & the bushings and keep the upper grommets. (No concerns over the potential grounding of the FICM due to its direct contact to the FICM brackets?)

If you have the bracket like mattdoc88 posted with the bushings on the valve cover stud then you will use NO bushings on the FICM. Just use the washers and nuts. There won’t be an issue with the FICM grounding out.
