The glow plugs can be checked via ohm with a 2.0 or less reading as good from the harness on the outside of the valve cover. No need to remove the valve cover to check them. Simply use a multimeter and ground the black lead, then test each of the 4 outer pins (slightly larger than the other pins) in the valve cover connector.

The GPR (Glow Plug Relay) can also be a cause of a no start condition because if the GPR has failed, none of the GP's will work as designed.
