Because of the position of the intake being right under the hood on the left front side on a 94-97 Powerstroke, a bug deflector would either contact it, or block airflow. If you've got to an open air intake like many of us have, you can use one without a problem.
That piece of plastic molding that blocks the air intake behind the grill? I used a hole saw and made 2 - two inch openings, on all the gas trucks and on my diesel.

You'r right, It's a 97. As I see several notes, it probaly has
to do something with blocking the air inlet on the left front
side. With a little creative thinking/doing this should be
fixable.

If you remove the plastic intake and battery covers, you can drill a 2 - 3 inch hole through the plastic shield in the grill. It will let air through.
Also I use the Ford Severe Duty Air Intake, I used a hole saw to put 5 - 3" openings around the air box for added air. It also keeps it quieter inside the truck, than the open air intake types.
Motocraft part number is FA-1759 and the Ford Number 2U2Z9K635AA severe duty intake. About $180.00.
